Position Summary The Facilities Manager oversees all aspects of the planning, implementation, delivery and evaluation of programs and services associated with RainCity Housing physical plant which is comprised of multiple-unit housing. These programs and services include building construction, preventative maintenance, renovations, facilities security, equipment and material management, grounds-keeping, housekeeping, and custodial services. Reporting to the Director, Facilities, the Facilities Manager oversees, inspects, and coordinates the work of maintenance staff, custodial staff, and external contractors. The Facilities Manager ensures allocation of the necessary fiscal, technological, physical, and human resources required to meet the strategic and operational maintenance and cleaning needs of the RainCity Housing programs and services. As a key member of the Operations Department, they ensure RainCity facilities are safe, hygienic, and meet all code and by-law requirements. The Facilities Manager monitors the commercial kitchens in their portfolio on an as needed basis to support the Food Services Manager. Other duties as assigned. The Facilities Manager currently works primarily on-site at the buildings in their portfolio and works at head office or at home 1-2 days a week. They also participate in the Operations Department’s after-hours rotation and are currently estimated to be on-call approximately 25% of the year. EMPLOYEE GROUP: Excluded SALARY: $86,985.60 annually ($41.82 hourly) TERM: Temporary until September 16, 2027, or return of incumbent START DATE: September 16, 2026 SCHEDULE: General hours are Monday – Friday, 8:30am to 5:00pm; with 30-minute unpaid break; Participation in the After-Hours On-Call rotation becomes a mandatory condition of this position. This includes evening, overnight, weekend, and holiday coverage as scheduled. The standard requirement is participation in the on-call rotation three (3) to four (4) times per calendar year, or as otherwise assigned based on operational needs. Flexibility in work hours is required to support this responsibility. QUALIFICATIONS • Diploma in a discipline related to property/building maintenance or management. • Minimum of five (5) years of recent, related experience in complex building/maintenance operations setting, including at least one year in a management capacity leading unionized staff • Significant experience in building maintenance tasks such as carpentry, plumbing, electrical and painting • Non-profit experience preferred. • An equivalent combination of education, training and experience will be considered. • Class 5 driver’s license and acceptable driver’s abstract. • Ability to understand, communicate and support the mission and values of RainCity Housing, and the models/methods of supporting clients including the principles of Housing First and Harm Reduction. Position Accountabilities • Plans, implements, and evaluates programs and services for the RainCity physical plant including building construction, preventative maintenance, renovations, facilities security, grounds keeping, housekeeping and custodial services. • Ensures building code and by-law compliance throughout the organization. • Reviews all operating agreements and monitors operational compliance to satisfy stakeholders. • Participates in the development and implementation of RainCity strategic plans, goals, and objectives. • Oversees periodic maintenance, servicing and inspection of equipment including chillers, heating and ventilation systems, plumbing fixtures, sewage systems, electrical fixtures and circuitry, pumps, motors, elevators and related instrument and controls. • Develops, publishes, implements, and monitors maintenance schedules for all RainCity facilities. • Establishes corrective and emergency maintenance procedures. • Periodically inspects facilities including mechanical and heating systems, suites, and grounds, to identify and resolve deficiencies. • Prepares periodic reports for the Director, Facilities regarding maintenance issues, long-term planning to maintain property value, property development or redevelopment activities. • Monitors and supervises maintenance requests received and ensures appropriate action is completed. • Assigns daily and emergency work to maintenance workers, monitors completion of assigned work. • Ensures safety of personnel and building clients while performing maintenance work • Prepares repair, capital and building improvement specifications in conjunction with the Director, Facilities; obtains quotations per policies; consults experts for complex specifications. • Inspects and approves work undertaken by contractors and sub-trades. • Leads and directs staff in the development and application of new technologies in maintenance and custodial processes to achieve higher efficiency, productivity, and client service levels. • Oversees equipment, material and fleet management including purchasing, warehousing, and inventory control. • Oversees the RainCity vehicle fleet; arranges insurance, vehicle repairs and maintenance; monitors and maintains the vehicle booking system. • Develops and proposes the annual budget for operations, monitors, and reports expenditures. • Approves and codes invoices and reviews financial statements. • Establishes and maintains effective working relationships with all levels of RainCity Housing management, employees, clients, and the public. • Works with vendors, outside agencies, and community partners, as needed. • Performs other related projects or duties,
