Position Summary The Studios Program Manager oversees program development and the daily operations of the Studios Program at the Budzey. The Manager develops, implements, monitors, and evaluates the program policies, procedures, and practices. The Manager is responsible for hiring, dismissal, discipline, and performance evaluation of direct service staff. The position also provides support and direction for program support workers, ensuring that program mandate, policies and procedures are followed. The Manager promotes the interests of tenants and the program in the community and ensures that the program is maximally integrated and coordinated with other systems of care. The Manager is part of the leadership team and works closely with other program managers, the Building Operations team, and administrative staff. COMPETITION#: job2026.267 APPLY BY: Midnight, July 31, 2026 POSITION TITLE: Studios Program Manager PROGRAM: Budzey POSITION TYPE: Full-time, 1.0 FTE, 80 Bi-weekly Hours EMPLOYEE GROUP: Excluded SALARY: $86,985.60 annually ($41.82 hourly) TERM: Temporary until February 1, 2027, or return of incumbent START DATE: As soon as possible SCHEDULE: General hours are Monday – Friday, 8:30am – 5:00pm, with a 30-minute unpaid break. Participation in the After-Hours On-Call rotation may be required as a condition of this assignment. This includes evening, overnight, weekend, and holiday coverage as scheduled. The standard requirement is participation in the on-call rotation three (3) to four (4) times per calendar year, or as otherwise assigned based on operational needs. Flexibility in work hours is required to support this responsibility. Gender is a bona fide occupational requirement: women (trans, cis), gender diverse, and Two-Spirit staff only please. A clear British Columbia Vulnerable Sector Criminal Record Check for working with vulnerable adults and/or children is a condition of employment with RainCity Housing. Program Summary With a Family-Centred Care approach in Harm Reduction, The Budzey provides supported housing to women (Trans, Cis and Gender Diverse) and women-led families. The program focuses on keeping families together, advocating for parents, and ensuring children are safe, while working to minimize the harms caused by the involvement of police and child protection services. The Budzey has an overdose prevention site in the building which is used daily by guests and participants. Staff provides non-judgmental and non-coercive support to participants who use drugs, understanding the complexity of providing harm reduction in the context of a family building. The program also supports the health and safety of people who engage in sex-work and sex trade, people with intergenerational trauma, and people being impacted by the drug poisoning epidemic. While there are 106 studio suites for women and 41 family units in the ten-story building, there are well over 250 people that live there, as families change and grow. Since opening in July 2015, many newborns have come from hospital to the Budzey – their first home! QUALIFICATIONS • A B.A. in a relevant health discipline or equivalent experience. • Training in supervisory and/or managerial functions. • Four (4) years of recent related experience with women living with mental health issues, substance use and/or are at risk of being homeless. • One (1) year in a supervisory, preferably managerial, capacity, or an equivalent combination of education, training, and experience. • Current First Aid and CPR certification. • Class 5 driver’s license. Required Skills, Abilities & Knowledge • Plan and direct a supported housing program. • Understand, interpret, explain, and apply municipal, provincial, and federal policy, law, regulation, and court decisions governing RainCity Housing’s community housing program. • Understanding and commitment to a harm reduction approach to supporting women and women-led families • Present proposals and recommendations clearly, logically, and persuasively. • Prepare clear, concise, and comprehensive correspondence, reports, studies, and other written materials. • Consult effectively with managers to develop solutions to complex organizational and people management issues. • Exercise sound, expert independent judgment within policy guidelines. • Exercise tact and diplomacy in dealing with sensitive, complex and confidential personnel issues and employee situations. • Influence work group processes to build commitment to program principles and goals and ensure a cohesive and collaborative staff team. • Translate theory and principles into workplace systems that ensure daily practice is aligned with theory/principles. • Knowledge of the strengths-based recovery model for people with a mental illness. • Knowledge of the bio-psychosocial addictions model, including the transtheoretical model of change, harm reduction, motivational interviewing and relapse prevention and intervention strategies. • Detailed knowledge mental health diagnoses, medications, treatment, and support resources • An understanding of best practices associated with supporting sex workers and harm reduction practices. • Knowledge of Indigenous community and health resources. • Basic sound knowledge of relevant physical health issues (e.g. HIV and Hepatitis C), including diagnoses, treatment, and support resources. • Create and construct effective relationships with the neighbourhood to ensure the project is maximally integrated into the community. • Knowledge of the housing continuum, including market, subsidized and supported housing systems, including different program models. • Demonstrates
