VPU Context: The World Bank Group Budget and Procurement Vice Presidency (WBP) provides trusted advice and services in resource management, strategic planning, budget execution, and corporate procurement management, enabling the institution to align its resources with strategic priorities and deliver on its development mission. WBP supports operational and corporate units, senior management, the Board, country offices, project teams, and staff worldwide by ensuring efficient, effective, and value-driven use of resources. Within this context, Corporate Procurement plays a critical role in advancing institutional effectiveness by delivering modern, strategic, and technology-enabled procurement solutions that enhance performance, strengthen governance, and improve client experience across the World Bank Group. Unit Context: Corporate Procurement supports the mission of the WBG by performing the procurement function following the principles of best value, best business judgment, competitiveness, transparency and fairness in an efficient, effective, and customer-focused manner. These principles are employed globally and represent the strategic elements that guide the Bank Group’s activities in procurement and contracting practices. Corporate Procurement is responsible for coordinating and overseeing the sourcing strategy, selection, and contract execution for more than 130 Bank Group offices around the globe, serving our clients from offices located in Washington, D.C., Chennai, India and Sofia, Bulgaria. Mission: • Commerciality: Deliver best “value for money” supply solutions measured by cost, quality and speed • Risk Management: Predict, mitigate and manage vendor related risks to protect WBG’s interests • Sustainability: Develop environmentally and socially sustainable supply chains. Procurement Operations Advisory enables Corporate Procurement to deliver efficient, compliant, and client-centric services through operational excellence, strategic advisory, data-driven insights, and digital innovation. By optimizing processes, strengthening governance, and advancing transformation, the team enhances decision-making, improves stakeholder experience, and maximizes procurement value across the World Bank Group. Duties and accountabilities: • Lead the Procurement Advisory function, establishing engagement strategies, stakeholder relationship management frameworks, and advisory services that position Corporate Procurement as a trusted business partner. • Lead change management and adoption initiatives related to procurement processes, technologies, and service delivery models, ensuring successful implementation and realization of business benefits. • Drive stakeholder engagement and Voice of Customer programs, translating feedback and insights into actionable improvements that enhance client experience and service quality. • Partner with sourcing supplier management, procurement transformation and procurement operations to deliver integrated solutions and resolve complex procurement challenges. • Drive data, reporting, and analytics capabilities to enhance advisory, strengthen governance, and support data-driven decision-making. • Advise senior management on strategic priorities, operational performance, transformation opportunities, and emerging risks impacting Corporate Procurement. • Establish robust governance, risk management, and performance frameworks to ensure compliance, accountability, and continuous improvement. • Build strong partnerships across business units, regions, and corporate functions to advance procurement objectives and enhance stakeholder value. • Lead, develop, and inspire a diverse global team, fostering a culture of accountability, innovation, collaboration, and high performance.
