About the role

Function prerequisite: The Monitoring, Evaluation, Accountability, Learning and Information Management Officer - MEAL/IM Officer, is responsible for strengthening monitoring, evaluation, accountability, learning, data management and information management systems across NPA Ukraine’s DHC portfolio. The MEAL/IM Officer supports programme quality, reporting and learning by ensuring that programme data is collected, validated, analysed, visualised and used for decision-making. The position combines core MEAL responsibilities with practical information management tasks, including Survey123 reporting systems, ActivityInfo reporting, programme databases, Power BI/ArcGIS dashboards and other data visualisation tools. The MEAL Officer will work closely with the Ukraine DHC Programme Manager, Partnership Manager and Programme Officer to understand the different needs of partners, develop and improve existing monitoring, evaluation and learning systems and play a key capacity development and accompaniment role for NPA staff and partner staff. All responsibilities and reporting have to be carried out in accordance with the strategic objectives of NPA as set out in the NPA Strategy, Regulation for Delegation of Authority and other relevant procedures and guidelines in the Quality Management System and Programme Handbook, as well as approved local guidelines and regulations. Any deviation to the above has to be reported to, and approved by, NPA HO. Coordination and administrative follow up of the programme is carried out by the Ukraine Programme Advisor in the NPA Head Office. The position is based in Kyiv, with travel across the country as required and approved by Security Department. Responsibilities: Monitoring and Evaluation Maintain and enhance MEAL and information management systems, tools and processes for adaptive management, data quality, data collection, data protection, analysis, reporting and learning across the DHC Programme in Ukraine. Lead the selection and revision of indicators, logframes, MEAL plans and reporting tools, ensuring alignment with programme objectives, donor requirements and partner capacities. Facilitate annual reviews of problem analysis, Theory of Change, work planning and learning activities, ensuring that evidence is used for programme adaptation. Ensure high-quality programme monitoring through internal electronic and paper-based systems, performance databases, Survey123 forms, dashboards and other relevant tracking tools. Develop, update and disseminate data collection tools, reporting forms, templates, data dictionaries and guidance materials. Administer and support Survey123 and other digital data collection tools, ensuring that forms are functional, user-friendly and aligned with programme indicators. Develop, update and maintain programme dashboards, including Power BI, ArcGIS or similar platforms, to support monitoring, reporting and management decision-making. Coordinate regular data collection, validation, consolidation and timely reporting by programme staff and partners. Collect, clean, verify and upload data into programme performance tracking tools, including Survey123, ActivityInfo, dashboards, Excel-based trackers and other relevant systems. Conduct routine data quality checks, including completeness, accuracy, consistency, duplication checks and follow-up on missing or unclear data. Analyse partners’ reports and provide feedback to improve data quality, consistency and usefulness. Support partners in developing and maintaining internal data collection tools, reporting processes and information management procedures. Conduct monitoring visits to partners and programme activities, including data collection, documentation of findings, follow-up on agreed actions and collection of relevant documentation for reporting. Conduct context and data analysis for internal and external reporting, programme reviews and strategic decision-making. Produce monitoring reports, data snapshots, visual summaries and other information products for programme management as requested. Accountability and Learning Provide training to NPA staff and partners on data collection, reporting, Survey123, dashboards, data quality, data protection and relevant MEAL/IM competencies. Ensure that data collection and analysis systems are aligned with programme needs, donor requirements and NPA standards. Conduct mentoring visits and provide hands-on technical support to partners on MEAL and information management processes. Develop capacity development plans with programme teams and partners to improve partners’ technical competencies in MEAL, reporting, data quality, and digital tools. Provide ongoing follow-up, mentoring, coaching and support to relevant NPA and partner staff on MEAL/IM aspects of the programme. Support programme staff and partners in monitoring data, dashboards and analysis for learning, planning and adaptive management. Contribute to the documentation of lessons learned, good practices, case studies, and evidence of programme results. Contribute to the development and facilitation of programme events, learning sessions, reviews and reflection meetings. Policy and Strategy Be a resource person for NPA in Ukraine and with Head Office in relation to MEAL, information management, data management, reporting and data visualisation. Advise NPA management on practical approaches to strengthen MEAL and information management systems across NPA programmes. Support programme management in using MEAL/IM data for strategic analysis, programme adaptation, donor communication, and evidence-based decision-making. Contribute to the development of information products, including dashboards, maps, data snapshots, briefing notes and programme performance summaries. Ensure that MEAL/IM systems are aligned with NPA policies, donor requirements, humanitarian principles, confidentiality, and data protection standards. Discuss options for improvement with partners and support implementation of agreed MEAL/IM improvements. Other responsibilities Perform other relevant tasks as assigned by the Programme Manager or Partnership Manager. Required qualifications: Education: Must have: Relevant university degree in social sciences, statistics, information management, data science, international development, humanitarian studies, public administration or another related field. Excellent Ukrainian language skills, both written and verbal. Good English language skills, both written and verbal. Good understanding of ICT systems and proficiency in Microsoft Word, Excel, PowerPoint and Power BI. Good working knowledge of digital data collection and data management tools. Desirable: Experience with Survey123, ArcGIS Online, ArcGIS Dashboards, Kobo Toolbox, Power BI, ActivityInfo or similar platforms. Experience with database management, data cleaning, data visualisation and dashboard development. Knowledge of GIS, mapping or geospatial analysis. Understanding of responsible data management, data protection and safe handling of sensitive protection-related data. Knowledge and understanding of humanitarian aid policies and working with international donors. Experience: Must have: At least 2 years of proven experience in MEAL, information management, data management, programme reporting or a similar role. Understanding of humanitarian and resilience programming cycles and standards in complex emergencies. Proven experience in data collection, cleaning, validation, analysis and reporting. Practical experience with digital data collection tools, dashboards, databases or information management systems. Strong experience working with local or national organisations in a partnership capacity. Strong experience as a facilitator or trainer. Experience
