Background General Description: Unit Support focusing on Somalia and South Sudan, providing civil engineering and resilience-related technical inputs to task teams. The consultant will support review of engineering designs, procurement-ready documents, implementation reports, and client-facing technical materials under the guidance of Bank task teams. The Eastern and Southern Africa Vice Presidency (AFE VPU) of the World Bank oversees the institution’s engagement across countries in Eastern and Southern Africa. It supports governments in advancing sustainable growth, poverty reduction, and resilience in a region facing rapid urbanization, climate risks, and fragility. The VPU manages a large portfolio of investment operations, policy support, and analytical work across sectors such as infrastructure, human development, and private sector development, with a strong focus on climate resilience, job creation, and institutional strengthening. More information: https://www.worldbank.org/ext/en/region/afr/eastern-and-southern-africa The Urban Development and Disaster Risk Management Unit for Eastern and Southern Africa (IAEU3) supports resilient, inclusive, and job-creating urbanization across a region facing rapid population growth, climate risks, and fragility. The unit works with governments to design and implement programs that strengthen municipal systems, improve infrastructure and service delivery, and integrate disaster and climate resilience into urban development. Its portfolio combines investment lending, technical assistance, and analytical work focused on risk-informed planning, resilient infrastructure, and stronger local institutions. The unit also advances innovation through geospatial analytics and digital platforms, including the SPARC (Smart Parcel Atlas for Resilient Cities). Across its engagements, IAEU3 promotes approaches that link climate resilience and urban development to jobs, private investment, and inclusive growth. Duties and accountabilities: • Review engineering designs, specifications, and Bills of Quantities (BOQs), and summarize key technical issues for task teams. • Support preparation and quality checking of procurement-ready engineering documents. • Provide technical inputs, advice on drainage, flood risk, roads, and climate-resilient urban infrastructure. • Support implementation supervision through review of progress reports, site information, and technical documentation. • Track and flag design, quality, schedule, contract, and site-related risks for task team follow-up. • Support coordination with PIUs, supervision consultants, and contractors under task team guidance. • Contribute to practical guidance and capacity-building materials for PIUs on engineering, contracts, coordination, and safeguards.
