About the role
Position Title: Contract Maintenance Manager (CMM) Area of Requirement: U.S. Naval Hospital Yokosuka, Yokosuka Naval Base; Naval Air Facility Atsugi; Camp Fuji; Commander Fleet Activities Sasebo and Hario Family Housing, Japan Scope of Position: As the prime contractor’s single point of authority for daily operations under this task order, the CMM directs all O&M, repair, and facility-management support across the MTF campus and affiliated sites. The CMM holds full authority for task-order matters, ensures 24/7/365 coverage (including emergency response within one hour), and maintains compliance with TJC, NFPA, UFC, OSHA, EPA, and host-nation standards. Tasks and Capabilities Required: · Operational Leadership: o Author and submit the Facilities Operation & Maintenance Plan (FOMP) addendum and all required submittals (APP, QCP) per Attachment 7.0. o Make authoritative decisions on maintenance priorities, overtime staffing, and emergency repair sequencing. · Emergency Response & Continuity: o Respond onsite within one (1) hour of urgent or emergency notifications; liaise immediately with COR and Facility Manager for corrective guidance. o Develop and maintain continuity-of-operations procedures for mission-critical systems (e.g., medical gas, power generation). · Stakeholder Coordination: o Chair weekly coordination with Government SMEs (COR, FM, DHA-FE) and subcontractor leads to validate scope, schedule, and budget. o Escalate deviations and negotiate schedule or scope adjustments. · Regulatory Compliance & Reporting: o Verify compliance with all codes/regulations; initiate government-approved service orders for code-impacting work. o Deliver monthly performance reports (including earned-value analyses, risk-register updates, and corrective-action status). Mandatory Experience and Certifications: · Five (5) years’ supervisory experience in bedded-inpatient healthcare facility O&M, including diversified workforce management · Deep working knowledge of TJC, NFPA, UFC, OSHA, EPA, and host-nation codes · English Language Proficiency Level III (read/write/speak) Preferred/Desired Certifications: · ASHE Certified Healthcare Facility Manager (CHFM) · DMLSS-FM System Administrator Certification
