About the Partnership for Carbon Transparency (PACT) PACT (Partnership for Carbon Transparency) is the global, open, neutral infrastructure for product-level carbon data exchange, often described as the "SWIFT for carbon." PACT enables reliable, interoperable data flows between suppliers, buyers, regulators, and investors across global value chains. Operating at two layers, the infrastructure (the pipes) and the data (the content), PACT defines not just how data flows, but what data flows and at what level of rigor. From regulatory compliance (CBAM, EU Digital Product Passport) to procurement, financial decision-making, and assurance, PACT serves multiple use cases with fit-for-purpose data packages. PACT is at an exciting inflection point: moving from standard-setting to full-scale operationalization, with growing adoption across industry, regulatory, and financial ecosystems globally. Job Overview The Product-Level Data Use Cases Manager leads PACT’s work to make product-level carbon data useful in driving value-chain decarbonization—enabling carbon performance to become a meaningful variable in market and operational decisions alongside price and quality, and supporting the effective delivery of public-policy objectives. The role focuses on removing the barriers that prevent this data from creating sufficient value relative to the cost and effort required to generate, exchange and use it. Reporting to the Senior Manager of Strategy and Operations, PACT, the Manager may lead working groups directly or oversee working-group leads, associates, interns and external consultants. Current areas include the Usability Model and CBAM-related data requirements, with emerging work on Pre-PCF approaches and other regulatory, methodological and operational applications of product-level carbon data. Main Responsibilities Shapes PACT’s product-level data use-case pipeline by maintaining a close read on member needs, market and regulatory developments, and recurring implementation pain points. Proactively engages members, prospects and wider stakeholders to bring collective challenges to the community’s attention, identify where PACT can add distinctive value, and surface opportunities for new activities, partnerships and potential funding or revenue streams. Independently oversees the governance and project management of the Product-Level Data Use Case Forum, initiating, defining, prioritizing and monitoring use cases from ideation and selection through scoping, design, development and piloting. Establishes robust project plans, including objectives, milestones, risks, dependencies, resources, budgets, impact measures and clear go/no-go decision points. Designs and leads appropriately constituted working groups, ensuring that each use case has meaningful community demand, committed participants and the right methodological, technical, regulatory, assurance and implementation expertise. Prepares, organizes and facilitates workshops and discussions, addressing challenges, balancing perspectives and moving participants toward clear decisions and practical outputs. Oversees the scope, structure, and delivery of the Implementation Program, PACT's flagship offering for helping member companies start or scale PCF collection and PACT-aligned data exchange - shaping its direction and activities to meet member demand as it evolves. Ensures validated learning across PACT's workstreams is converted into durable, reusable assets, working with PACT stakeholders and in partnership with the Communications team, to produce outputs such as whitepapers, implementation guides, templates, and mappings that support adoption and interoperable implementation across the ecosystem. Represents PACT as a subject-matter expert across member forums, working groups, events and external platforms, fostering collaboration, know-how and engagement with companies, regulators, standard-setters, solution providers, assurance actors and other partners. Involves and influences colleagues across WBCSD’s highly interconnected, matrix-based organization and helps grow and deepen member and ecosystem engagement. Effectively and empathetically leads delivery resources, directly managing a small team that may include an associate and/or intern and overseeing working-group leads, consultants or agencies. Sets clear expectations, delegates effectively, ensures accountability and supports others’ development through feedback, guidance and development opportunities. Qualifications, Skills and Experience A Master’s degree or equivalent higher education in sustainability, environmental science, engineering, public policy, data systems or a related field. At least five years of relevant experience in product-level carbon data, product carbon footprinting, lifecycle assessment, GHG accounting, regulatory or MRV implementation, supply-chain sustainability, or a closely related field. Significant experience designing and delivering complex, multidisciplinary projects or working groups involving companies, technical experts and other stakeholders, ideally across international markets, time zones and cultural contexts. Strong understanding of the practical challenges involved in generating, interpreting, assuring, exchanging and using product-level carbon data across different methodologies, regulatory regimes, sectors and technical systems. An entrepreneurial and opportunity-oriented approach, with demonstrated ability to listen beyond stated requests, identify common needs across stakeholders, generate interest and participation, and help translate emerging problems into credible collaborative activities, partnerships or resourcing opportunities. Outstanding facilitation, presentation and writing skills, with the ability to make complex technical, regulatory and strategic issues clear and compelling to a wide variety of audiences. Outstanding prioritization, project and portfolio management and organizational skills, including the ability to manage multiple workstreams, resources, budgets, risks and decision points while maintaining both attention to detail and a strategic overview. Proactive, self-directed and collaborative, with strong team spirit and the ability to build relationships, influence across a matrix organization, manage and develop others, and communicate excellently in English; other languages are an asset. The position is fixed-term for 12 months and is based in London or Amsterdam with regular international travel required for member engagement and industry events.
