Employee Contract Type: International Assignment (WVI – Paid via GCLA) Fixed Term (Fixed Term) Job Description: JOB PURPOSE Resource Development and Program Quality (RDPQ) Director is accountable for four major streams of work: 1) Lead the acquisitions team for all non-sponsorship funding streams, including but not limited to: grants from bilateral, multi-national, foundations, private and major donors; project-non-sponsorship, local corporate social investment (CSI), and other emerging impact investments including service contracts with development banks; in order to increase and diversify the resources of World Vision International Nepal to support country strategy goals to address the needs of the most vulnerable children and communities in Nepal; 2) Lead efforts to ensure all World Vision International Nepal’s Projects meet relevant donors’, government, and World Vision International’s technical quality and compliance requirements (including sponsorship and non-sponsorship funding); and 3) Streamlining World Vision International Nepal’s design, monitoring, evaluation, accountability and learning systems contributing to innovative and improved evidence for quality improvement, policy influence, international funding acquisitions and country strategy implementation plan (CSIP) 4) Oversight of the Nepal Innovation Lab, ensuring it is bringing new thinking and innovation into Nepal and the wider region’s programs, in addition to ensuring it is adequately funded in order to operate effectively. MAJOR RESPONSIBILITIES Leading efforts to acquire new international funding from existing and new donors. Tasks may include the following but not limited to: Lead the WVI Nepal Resource Development Team, including the Grant Acquisition Manager, to build and achieve strong annual funding targets that are both ambitious and aligned with the international and national funding pipeline. Proactively build multi-year funding strategy in coordination with National Director, with the goal of achieving sustainable funding for World Vision International Nepal through effective prepositioning and quality concept and proposal submission. Implement WVI Nepal’s Acquisition Strategy aligned with Nepal Country Strategy and donor landscape, ensuring the broader World Vision International ecosystem including. Support Offices and Regional Office are committed to supporting the delivery of the strategy Ensure clear and solid internal ‘content’ review and coordination ‘process’, of all new concepts and proposals development in coordination with the Grants Acquisition Manager and cross-function team and World Vision Support Offices. Ensure innovative ideas are incorporated in new concepts or projects proposals development, leveraging WVI Nepal’s Innovation Lab expertise and local and international experiences with the goal of maintaining secure funding source for the Nepal Innovation Lab. Proactively lead and facilitate strategic consortium or partnership agreement with other peer local and INGOs, UN agencies and/or private contractors. In coordination with the National Director, develop and oversee plan of action to position WVI Nepal in order to access local funding landscape – this may involve taking forward a suitable form of local registration. Ensure all projects are aligned to the WVI Nepal country strategy and meet the relevant technical quality standards and compliance, leading team and facilitating Cross-Function collaboration with other departments, tasks may include the following but not limited to: Work closely with Associate Director Program Quality to supervise and advise technical program managers/leads in designing and ensuring all WVI Nepal’s projects meet the quality standards of World Vision International, the relevant sector’s priorities of Government of Nepal, and donor’s standards outlined in project designs. Ensure WVI Nepal’s technical teams remain aligned with current sector priorities, donor requirements, and development standards by actively engaging in relevant technical working groups, government forums, and peer networks; maintaining regular dialogue with sector ministries; promoting the application and sharing of key learnings across teams; and ensuring awareness of and compliance with applicable donor and organizational policies, Support local capacity building and manage performance of all direct reports (GAM, MEAL, PDQ & Innovation Lab Managers), ensuring close collaboration with other WVI departments, including Operations. Provide oversight to the Nepal Innovation Lab, ensuring it is effectively piloting new innovations and scaling up successful concepts in Nepal or across the partnership. Collaborate with other SLT members in ensuring integration of PDQ issues. Promote, engage and collaborate with WV Partnership’s PDQ and Strategy communities Streamline WVI Nepal’s design, monitoring, evaluation and learning systems, contributing to improved evidence for quality improvement, policy influence and international funding acquisitions, tasks may include the following but not limited to: Guide Senior MEAL Manager to ensure coherent measures and monitoring and reporting of all programs (sponsorship, PNS and grants), including alignment with CSIP, OIOS and MEAL global standards Provide high level analytics to Senior Leadership Team on quality of WVI Nepal’s projects and provide technical and strategic recommendations for ongoing improvement. Ensure World Vision's local partnership approach is implemented effectively and efficiently while continuing to be adapted through best practice to the local context Ensure consistency and quality of all project information from Partner NGOs level, Field Office, National Office and to all donors (internal World Vision Support Offices and external) in order to demonstrate projects impact and contributions of WVI Nepal’s to communities, the Government of Nepal, World Vision Global and donor’s priorities. Ensure WVI Nepal’s relevant project information system comply and provide quality reporting to with World Vision International reporting systems, Power BI and other major systems and acts as an effective knowledge management system. Provide directions, guidance, coaching and technical supports to PDQ team members and ensuring team accountability to deliver and measure the results In collaboration with National Director, External Engagement and Strategy Director, Finance and Corporate Service Director, Field Operations Director and Senior MEAL Manager, support the successful implementation, review and reporting of country strategy and annual business plan, including but not limited to: Co-lead with Field Operations Director in nurturing close communications and partnership with WVI Nepal’s Strategic Support Team/SST, or SOs representative for successful strategy Implementation in WVI Nepal Guide Senior MEAL Manager to ensure coherent measures and monitoring of annual business plan aligned with CSIP and programs M&E Support strategy and Annual Business review process in close collaboration with the National Director and External Engagement and Strategy Director Ensuring World Vision's local partnership approach is implemented effectively and efficiently while continuing to be adapted through best practice to the local context KNOWLEDGE/QUALIFICATIONS FOR THE ROLE Required Professional Experience At least 7-10 years of working in the relevant leadership/managerial position in least developed/developing countries, preferably in Asia region.
