ROLE OVERVIEW

The Health, Safety & Environmental (HSE) Supervisor is a key field-based leadership role, working closely with all functions of the business. This position is expected to spend a minimum of 80% of working time in operational areas, providing visible leadership, engaging directly with supervisors, crews, contractors, and frontline workers, and verifying that critical controls are effectively implemented and maintained.

The role is responsible for providing leadership in the development, implementation, and continuous improvement of Health, Safety and Environmental systems, programs, and performance. Through active field engagement and collaboration with project leadership, the HSE Supervisor will support the achievement of project objectives, business goals, and regulatory compliance requirements while fostering a strong safety culture and commitment to environmental stewardship.

The HSE Supervisor will lead through presence in the workplace, conducting inspections, audits, Critical Control Verifications (CCVs), incident investigations, risk assessments, coaching, and workforce engagement activities. Administrative responsibilities, reporting, and system requirements are an important component of the role; however, field leadership and direct workforce interaction remain the primary focus and key measure of success.

KEY RESPONSIBILITIES

LEADERSHIP, GOVERNANCE & REPORTING

  • Reports to the Project Manager
  • Maintains a visible and active field presence across operational areas
  • Builds and maintains relationships with both internal and external clients (e.g., engineering, operations, and contracts), Union(s), customer and contractor/subcontractor representatives to coordinate the application of Thiess HSE processes across the Project Manager
  • Supports coordination of daily HSE activities and site priorities
  • Assists in preparation of daily, weekly and monthly HSE reports
  • Provides timely and accurate information to support site and regional reporting requirements
  • Identifies and escalates gaps in execution, compliance, or system effectiveness
  • Supports the contractor management processes through monitoring subcontractors’ Health, Safety and Environmental programs and completing frequent inspection of subcontractor worksites.
  • Oversee the monitoring and retention of subcontractor clearance certificates.

FIELD EXECUTION, RISK MANAGEMENT & CRITICAL CONTROLS

  • Conducts regular field interactions, inspections and verifications across site
  • Supports the identification of hazards and ensures controls are implemented and maintained
  • Executes and supports Critical Control Verifications (CCVs) for high-risk activities
  • Reinforces key risk areas including traffic management, isolation, and mobile equipment interactions
  • Works with supervisors and crews to ensure risk assessments (JHAs, task-based assessments) are practical and effective
  • Supports Management of Change (MoC) processes by identifying operational risks and verifying controls in the field
  • Participates in Joint Health and Safety Committee (JHSC) inspections and activities. Support or facilitate monthly workplace inspections or such other audits/inspections as needed or directed.
  • Work collaboratively with the local Union Worker Safety Representative in executing on responsibilities.

INCIDENT MANAGEMENT, ACTION TRACKING & SYSTEMS

• Supports and coordinates incident reporting and investigation processes in Synergy with focus on identifying and eliminating the root causes in an effort to eliminate reoccurrences. Assists supervisors with investigations using structured methodologies (e.g. 5 Whys, ICAM principles) • Tracks and follows up on corrective actions to ensure timely close-out • Verifies that implemented actions are effective and sustainable • Supports internal and external audits and ensures findings are tracked through to completion • Monitors leading indicators including hazards, inspections and critical control performance

HEALTH, ENVIRONMENT & COMPLIANCE SUPPORT • Supports implementation and monitoring of environmental and compliance requirements on site • Ensure that any contravention of policy and/or process/procedure is identified and escalated for appropriate corrective action. • Support the identification, assessment, and management of ergonomic risks. • Assists with tracking environmental obligations, permits and conditions • Supports occupational hygiene programs including monitoring of dust, noise, diesel particulate matter and vibration • Works in alignment with Ontario Regulation 854 (the green book) and other applicable legislation • Assists with emergency preparedness activities including drills and response readiness

PEOPLE, TRAINING & CAPABILITY

  • Supports delivery of HSE orientations and onboarding activities
  • Reinforces safety expectations and standards with frontline workers
  • Assists in identifying training needs and tracking completion of required competencies
  • Coaches supervisors and crews on quality reporting, hazard identification and system use
  • Promotes proactive safety behaviours and supports a Just Culture environment</
