Job Description AGENCY SUMMARY The Service Oklahoma (SOK) mission is to ease the stress in navigating government services by providing a best-in-class customer experience. We are Oklahomans helping Oklahomans by providing driver license and motor vehicle services on behalf of the state. This position has an annual rate of $ 50,000 . The Service Oklahoma offers a generous benefits package, including a benefits allowance to off-set the costs of medical, dental, vision, life and disability insurance plans. The Service Oklahoma will match up to 7% towards an employee’s Defined Contribution retirement plan. Our employees receive 11 paid holidays, 15 days of paid annual leave, which increases with every 5 years of service, and 15 days of paid sick leave. Additionally, employees will receive longevity payments based on their years of service with the State of Oklahoma. POSITION SUMMARY The CDL Examiner is responsible for conducting CDL skills examination for licensing commercial drivers. CDL Examiners will maintain the highest level of quality, uniformity and reliability while keeping the highest safety standards in all situations. This role involves working closely with applicants and Service Oklahoma employees, staying within compliance of all state and federal regulations. POSITION RESPONSIBILITIES This job description describes the general nature and level of work performed by the employee assigned to this position. Safety and Compliance Inspects equipment for safety and compliance with State and Federal testing standards. Determines the physical and driving qualifications of customers for conformance to the established standards necessary for safe driving. Determines vehicle characteristics to ensure appropriate tests are administered and checks for valid registration and insurance. Actively participates in all training events of new regulations and reviewing current regulations regularly. Lead – Enforces all safety protocols within state and federal regulations to ensure the highest standards of safety for both the staff and applicants. Lead – Actively participates in all new state or federal regulations and/or requirements. Lead – Develops operational procedures and guidelines as well as trains CDL examiners in all new state or federal regulations and/or requirements. Operational Management Inputs CDL skills test appointments in reporting/scheduling programs and confirms all ELDT requirements have been met. Regular verifies CDL skills pad/drive route are within State and Federal regulations. Reviews documents for eligibility for CDL skills test. Verifies prospective applicants have completed or are exempt from required ELDT requirements prior to administering a CDL Skills test(s). Lead – Oversees day-to-day compliance and scheduling of CDL skills examinations. Lead – Monitors CDL examiners’ schedules to ensure proper coverage across the state. Lead – Review examiner documentation/examinations for accuracy. Lead – Monitors all CDL equipment to maintain operational excellence. Customer Service Communicates information related to driver license applications, testing procedures, test results, and complaint processes to customers. Connects with customers regarding location of test, test scheduling process, and eligibility in a professional and timely manner. Lead – Investigates and addresses all inquiries, complaints, concerns, and feedback in an effective and timely manner. Lead – Works closely with team to ensure best practices are implemented at Service Oklahoma CDL locations. Quality Assurance Continually reviews the CDL Examiner’s Manual, State and Federal testing/training materials. Participates in mandatory refresher training to stay in compliance with State and Federal regulations. Lead – Conducts yearly AAMVA overt/covert co-score/audits for all Service Oklahoma CDL Examiners to ensure adherence to testing protocols and procedures. Lead – Ensures CDL examiners maintain federal CCE certifications and requirements. Lead – Oversees and performs training to CDL examiners, as necessary. Lead – Verifies compliance in Entry Level Driver Training/applicant qualification. Lead – Verifies compliance in CDL issuance. Lead – Reviews and reports pass/fail rates to CDL team. Reporting and Documentation Maintains accurate records of tests conducted. Daily monitors State-issued equipment and maintenance of all applications necessary to perform daily functions. Reports tests administered, no shows, walk-ins, deviation from drive route, etc. in a timely manner. Lead – Maintains accurate records of tests conducted, customer feedback and staff performance. Lead – Generates reports necessary to maintain best quality practices across the state and reviews with the CDL team. Other duties as assigned. KNOWLEDGE, SKILLS, & ABILITIES Demonstrates knowledge of and supports mission, vision, value statements, standards, policies and procedures, operating instructions, confidentiality standards, and the code of ethical behavior. In-depth knowledge of both State and Federal regulations pertaining to the CDL program and how to reference such regulations. Ability to work with sensitive materials and maintain confidentiality and appropriate discretion. Proficient in technology and software relevant to conducting CDL skills examinations. Works effectively in team environment, participating and assisting their peers. Participates in the development and evaluation of program objectives and procedures. Effective problem-solving, critical thinking, analytical, oral and written communication, and organizational skills. Flexibility with assigned working hours. LEVEL DESCRIPTORS Specialist The Specialist is a professional-level position where employees are responsible for performing routine duties related to commercial driver licensing processes and procedures. Lead The Lead Specialist is an advance-level position where employees are assigned responsibilities as a subject-matter-expert or team leader. Duties may include planning and coordinating work activities, training staff, and managing and creating scheduled reports. EDUCATION & EXPERIENCE The preferred minimum qualifications for this position are: Specialist A Bachelor’s Degree in any field / specific field OR four (4) years of technical clerical office work OR equivalent combination of education and experience Lead A Bachelor’s Degree in any field; PLUS one (1) year of technical clerical office work or closely related field OR five (5) years of technical clerical office work or closely related field OR equivalent combination of education and experience SPECIAL REQUIREMENTS The schedule for this position may vary and require flexibility, including some early or late shifts, weekends, and occasional overtime, based on the needs of the agency. This position may require occasional travel. The employee must be willing and able to perform all job-related travel. State vehicles may be available, but reliable transportation may be required for local travel. Possession
