POSITION SUMMARY The Vice President of Residential Services is a key member of Gateway Hudson Valley's Executive Leadership Team and is responsible for the strategic leadership, operational excellence, financial performance, regulatory compliance, and continuous improvement of all Residential Services programs. The Vice President serves as the agency's subject matter expert in residential services and ensures that programs are delivered in accordance with the requirements of OMH, OPWDD, Medicaid, Medicare, HUD, and other applicable regulatory, funding, and accrediting bodies. The position is responsible for strengthening program quality, developing leadership talent, fostering innovation, advancing organizational growth initiatives, and ensuring programs align with Gateway Hudson Valley's mission, vision, values, and strategic objectives. The Vice President is accountable for program outcomes, operational performance, financial sustainability, regulatory compliance, facility oversight, stakeholder relationships, policy development, and achievement of strategic goals across all residential services. ESSENTIAL RESPONSIBLITIES Strategic Leadership & Program Development Provide strategic leadership for all Residential Services programs through planning, development, implementation, evaluation, and continuous quality improvement. Maintain expertise in residential services, behavioral health, intellectual and developmental disabilities services, evidence-based practices, and emerging industry trends. Analyze internal and external environmental factors, regulatory requirements, service gaps, and community needs to identify opportunities for service enhancement and innovation. Develop and implement strategic initiatives that support organizational growth, program expansion, operational effectiveness, and service excellence. Recommend program expansion, enhancement, consolidation, or rightsizing opportunities through data-driven decision-making, including cost-benefit and feasibility analyses. Lead the development, implementation, and evaluation of new residential programs and service models. OPERATIONAL EXCELLENCE Ensure high-quality, person-centered services are provided consistently across all residential programs. Establish performance expectations, monitor outcomes, and implement corrective action plans as necessary to achieve program goals. Promote a culture of accountability, collaboration, innovation, and continuous improvement throughout Residential Services. Conduct regular program reviews to assess effectiveness, service quality, utilization, and achievement of established outcomes. Oversee facility operations to ensure safe, therapeutic, and regulatory-compliant environments for residents and staff. REGULATORY COMPLAINCE & QUALITY ASSURANCE Maintain oversight of all licensing, certification, accreditation, and regulatory compliance requirements related to Residential Services. Ensure compliance with OMH, OPWDD, Medicaid, Medicare, HUD, and other federal, state, and local regulations. Monitor program quality indicators and compliance metrics and implement quality improvement initiatives as necessary. Ensure timely completion and submission of all regulatory, grant, health and safety, Local Government Unit (LGU), and contractual reports. Collaborate with Quality Improvement and Compliance teams to prepare for audits, surveys, and regulatory reviews. FINANCIAL MANAGEMENT Accountable for the financial performance, viability, and sustainability of Residential Services programs. Develop, manage, and monitor departmental and program budgets while ensuring responsible stewardship of organizational resources. Analyze financial performance indicators and implement strategies to maximize operational efficiency and program effectiveness. Partner with Finance to ensure adherence to organizational fiscal policies, procedures, and internal controls. Mentor and develop program leaders in budget development, fiscal accountability, and financial management practices. GRANT DEVELOPMENT & PROGRAM FUNDING Research, identify, and pursue funding opportunities that support organizational priorities and program growth. Participate in grant writing, proposal development, implementation planning, and ongoing grant management activities. Establish measurable program outcomes and ensure timely reporting to funding sources and stakeholders. Support direct reports in the successful implementation and management of grant-funded programs and initiatives. LEADERSHIP & STAFF DEVELOPMENT Recruit, develop, coach, and retain high-performing leaders within Residential Services. Establish clear performance expectations and provide ongoing guidance, feedback, and professional development opportunities. Foster succession planning and leadership development throughout the department. Facilitate regular leadership meetings to review operations, quality outcomes, compliance requirements, and strategic initiatives. Promote cross-functional collaboration among Residential Services, Health Services, Clinical Services, and other organizational departments. COMMUNITY & STAKEHOLDER RELATIONS Represent Gateway Hudson Valley at local, regional, and statewide meetings, committees, community partnerships, and professional associations. Develop and maintain productive relationships with government agencies, funders, referral sources, community partners, advocacy organizations, and other stakeholders. Serve as an ambassador for Gateway Hudson Valley, promoting its mission, programs, and impact within the community. Participate in public relations, advocacy, and business development activities as appropriate. EXECUTIVE LEADERSHIP RESPONSIBILTIES Serve as an active member of the Executive Leadership Team. Contribute to agency-wide strategic planning, organizational decision-making, and performance improvement initiatives. Collaborate with executive leadership peers to achieve organizational goals and enhance service integration across programs. Provide leadership during emergencies, organizational challenges, and critical incidents.
